On the night of December 17, 2007 Mr. Christopher Emanuel of South Bound Brook NJ tied his 7 month old Pit Bull Puppy to a ladder overnight. He used a short leash as a lead and after some time the puppy wrapped the leash around the ladder and could not move. The next door neighbor called the police and NJSPCA to rescue the puppy. After an investigation, I found that the dog was being punished for eating its way through a wall in Mr. Emanuel’s home. The wall that Mr. Emanuel showed me was inside a 3x4 dark closet, the same closet that the puppy stayed in. I informed Mr. Emanuel that this was an unsuitable space for his dog and he would have to get a dog house. I issued Mr. Emanuel a summons for "Failure to provide a living animal with proper shelter and protection from the weather ". A certified weather report for the overnight temperature was 23 degrees with a wind chill of 21 degrees. On January 7, 2008 in South Bound Brook Municipal Court Mr. Christopher Emanuel pled guilty to cruelty and was fined $1,000.00 and $255.80 restitution to the NJSPCA. Total $1,255.80.
