On December 10, 2007 the NJSPCA received information from ACO Gray Wysocki of Lopatcong Township that 2 dogs were found in a plastic bag. One was dead and one was still alive. During the course of the investigation it was found that Mr. Mark Keyser was responsible for dumping the dogs. The NJSPCA worked closely with the Lopatcong Police (Sergeant Scott Bisic) and Phillipsburg Police (Officer Schmeltzly) on this case.
On February 20, 2008 in Phillipsburg Court Mr. Mark Keyser plead guilty to 6 civil charges at $500.00 each and one criminal at $500.00. Restitution to the Warren Animal Hospital at the sum of $1400.00, plus $480.00 restitution to the NJSPCA. The Court ordered a mental health evaluation and a 10 year ban on owning a domestic animal. Mr.Keyser received 14 days in jail, 60 days community service and 1 year probation. The court ordered that the rescued dog "Locky" remain in the custody of the rescuers.
